BALADI Plus – Description of Support to All Municipalities


Outside of the BALADI framework, BALADI Plus program organizes training workshops open to all Lebanese municipalities to enhance municipalities’ ability to design local support2development projects worthy of attracting funding, whether from BALADI or from other donors.

In summer 2013, Lebanese transparency association (LTA) was contracted to handle coordination services and deliver standardized training workshops on project cycle management, fundraising and proposal writing all over the Lebanese governorates. Also, BALADI Plus experienced a successful partnership with the Lebanese Reforestation Initiative (LRI), another USAID-funded project.

Up till now, 121 Municipalities and 16 Unions of Municipalities, including 10 partner municipalities for LRI, had been trained on the aforementioned topics by a pool of professional experts.

The workshops were followed by a complementary phase through which LTA offered follow-on support on the covered topics to the targeted municipalities. The mentoring relationship culminated in designing and writing competitive project proposals.

To respond to the high demand, BALADI Plus has launched in March 2014 a second series of trainings open to all municipalities.

Within the framework of "BALADI" program funded by the US Agency for International Development in Lebanon (USAID), "Statistics Lebanon" outsourced by Rene Moawad Foundation and Caritas Lebanon is conducting a survey to measure the improvement of public services in the selected municipalities for the first round of "BALADI" program through the perception of various number of community representatives from the targeted local communities.
